There should be a balance in the brain. Neuronal activity shapes the neural function. Excitation and inhibition of neurons is YIN and YANG of the brain.

Example how rule „use it or lose it” works. Let’s say that you’re at the party meeting bunch of new people. So many new names! If you want to memorise them you have to repeat those names for example during conversations. Repeating names reactivates memory and reinforces the same protein molecules to make up that memory.
